I have a hard time reading her backstory, because it's just so unfathomably boring for some reason, but what I have read gives off some really strong Genie Wiley vibes. My first exposure to her via flash gave me that impression to begin with, albeit tenuous, but it wasn't until reading this that solidified it. The delayed development is characteristic to the type of child subjected to that kind of treatment. It's honestly fucked up how people like Zu's parents actually exist in the real world, I'm glad Zu found a better life in the end.
