okay since flash got burned today figured I'll add what worked for me in mms.cfg which can be located C:\Windows\SysWOW64\Macromed\Flash\mms.cfg
C:\Windows\System32\Macromed\Flash\mms.cfg
depending if you have a 32 or 64 bit system use notepad++ and edit the file with:
EOLUninstallDisable=1
EnableAllowList=1
ErrorReportingEnable=1
AllowListUrlPattern=*://*.newgrounds.com
AllowListUrlPattern=*://*.ngads.com
AllowListUrlPattern=*://*.ngfiles.com
AllowListUrlPattern=*://*.ungrounded.net
AllowListUrlPattern=*://*.rockcandy.se
this will allow you to run flash in browser for both this site and newgrounds unfortunately ruffle dose not support action script 3 yet and will not work for these flashes so you will need to manually add sites inorder to work

I should mention some of the flashes may still be disabled this might be due the flash itself being hosted on different URL. Rock Candy if there are, please add them here or if you decide to put this up later on a faq or something on there so we may whitelist them
