How though? I click on it once and it moves a little, and I haven't been able to do anything with it after that.

You have to get further in the scenario to unlock it, you gotta get at least 2 play sections in.

How are you suppose to progress in the scene? The arrow in the top right corner stays grayed out

you got to get 1 or 2 'plays' (the button) into the scenario to be able to fully unlock the wand.
