You have to get further in the scenario to unlock it, you gotta get at least 2 play sections in.

you got to get 1 or 2 'plays' (the button) into the scenario to be able to fully unlock the wand.

They have to cum in her mouth and then when you click again the picture should fall completely. Then you click the wand.
